Training records that prove competence

How Cambodian employers approve training spend, record completion, and keep the skill evidence that safety and donor audits ask for.

Updated 2026-08-11 · 5 min read

Training you cannot evidence did not happen

For most training this is a nuisance. For safety training on a construction site, or a safeguarding module a donor requires, it is the whole point — the certificate in a drawer proves one person attended once. What an auditor asks is which of your current staff are certified today, and when each of those certificates expires.

Training worth tracking formally

  • Anything with an expiry — first aid, electrical, machinery, driving
  • Donor-mandated modules such as safeguarding
  • Anything you paid for and want to see a return on
  • Skills you plan to promote or assign work against

From a request to a provable skill

Training costs money and time away from work, so it takes the same approval shape as any other spend — and then leaves something on the employee record that outlives the course.

  1. 1
    HR / Payroll

    Build the course catalogue once

A course is a reusable record — provider, duration, cost, and whether the resulting certification expires. Requests reference it, so ten people attending the same course produce comparable records rather than ten free-text descriptions.

  2. 2
    Employee

    Request the training

Raised by the employee or their manager, against a course and a date. The request carries the cost, so the approver is deciding about money and time rather than about enthusiasm.

  3. 3
    ApproverApproved / Rejected

Approval covers both the cost and the absence

The decision is logged like any other approval. Two days away from a site is an operational cost as real as the course fee, and the manager approving is the one who carries it.

  4. 4
    HR / Payroll

Record what was completed, not what was booked

The completion log is a separate act from the approval. Somebody approved to attend and somebody who actually finished are different facts, and only the second one is evidence.

  5. 5

Completion becomes a skill on the employee

The skill is tagged on their record, which is what makes "who on this site is certified?" a question you can answer in seconds instead of a folder search.

  6. 6
    HR / Payroll

    Renew before the certificate lapses

Because the expiry is on the record rather than on the paper certificate, the renewal is planned rather than discovered — usually by an inspector, on the worst possible day.
