Cambodia tax filing: from transaction to submitted return
How tax accrues from everyday transactions into a ledger, becomes a prepared filing, and gets approved, submitted, and paid without a spreadsheet.
Filing is a deadline problem before it is a tax problem
Cambodian businesses generally know what they owe. What catches them is the rhythm: monthly obligations fall due on a fixed schedule, penalties accrue from the day after, and the person who assembles the figures is usually assembling them from last month's transactions during this month's work. The fix is not tax expertise — it is having the numbers already accumulated when the deadline arrives.
Where the figures should come from
- Payroll: tax on salary and contributions, from the processed run
- Sales and counter transactions: output tax as it is charged
- Purchases and vendor bills: input tax as it is incurred
- Withholding on the payments where it applies
From daily transactions to a paid filing
A filing here is a document with a lifecycle, not a spreadsheet emailed to an accountant. Each state change is recorded, which is what makes last year's filings reviewable.
- 1Humaneti
Tax accrues into a ledger as business happens
Each taxable transaction writes its own entry as it occurs, rather than being derived at month end from a report. The ledger is therefore complete on the last day of the period, not three days after it.
- 2FinancePrepared
Prepare the filing for the period
The filing pulls the ledger entries for its tax type and period. Preparing it is a distinct state — the figures exist and are reviewable before anybody commits to them.
- 3Humaneti
The due date is derived, not remembered
It comes from the period end and the filing method, so the deadline is attached to the document rather than living in somebody's calendar. The deadline you miss is always the one nobody owned.
- 4Approver
Somebody other than the preparer approves it
A filing is a statement to the authority, so the review before it goes is recorded with a decision and a comment. This is the same approval discipline used for closing a period.
- 5FinanceSubmitted
Record the submission and its reference
Submitting captures when it went and under what reference. Months later, "did we file this?" is answered by the record rather than by searching an email account.
- 6FinancePaid
Filing and paying are two separate facts
A return can be filed and unpaid, which is a different and more urgent position than one that is both. Keeping the two states apart is what makes an outstanding-liability view honest.
- 7FinanceVoided
A wrong filing is voided, never erased
Voiding leaves the original visible with its void beside it. Deleting it would remove the evidence that a figure was once stated — which is precisely what an authority may later ask about.
